If an EMR user is locked out of their account, they can have an admin level user reset their password. As an admin user, you would access the admin menu and select the manage users option from the list. Select the locked out user's name from a drop down list and click edit user settings. There will be a text box next to the words reset the password. Enter a temporary password into the text box and click the reset button. The user's password will be reset to the password you just created.
Don't forget to let the user know their password.
