What causes this error: This means that the certificate with Verizon is not issued or has not yet been approved.
The Fix: The provider will need log into Verizon and request the certificate. It is also a good idea to have the provider make sure the Subscriber Agreement is signed. Keep in mind that, once requested, the certificate will be approved within 24 hours. The provider will receive an email from Verizon once the certificate has been approved.
